If you are waiting on someone and try to up-sell him a prime rib and he ends up ordering chopped steak, you know your tip just went down based only on what he ordered. So you have less incentive to give him prime service. So it IS possible even if you have several tables. And I notice you didn't comment on how the tip has to depend on the price of food rather than on the quality of service.
